The Federal Government, in partnership with the International Fund for Agricultural Development (IFAD) and the French Development Agency (AFD), has advanced plans to roll out the Value Chain Programme in Northern Nigeria, an eight-year agricultural intervention targeting up to 3.6 million farmers and rural entrepreneurs. Nigeria Startup News reported that the renewed push was confirmed at a high-level stakeholder engagement in Abuja, where federal officials and development partners aligned on accelerating the implementation timeline.
The Scope and the Money
Nigeria Startup News reported that the programme will run from 2026 to 2034 across nine states, namely Bauchi, Borno, Jigawa, Kano, Katsina, Kebbi, Sokoto, Yobe and Zamfara, and is co-funded by IFAD and AFD for implementation by the Federal Government alongside participating state governments. IFAD Country Director Dr Dede Ekoue put the value at $158 million and said it is expected to directly support between 2.6 million and 3.6 million smallholder farmers and rural entrepreneurs, spanning production, processing, services, distribution and waste-to-wealth initiatives.
Moving Beyond Raw Production
The Minister of State for Agriculture and Food Security, Senator Aliyu Abdullahi, framed the programme as a response to persistent poverty, unemployment and food insecurity in the north. Nigeria Startup News quoted him as wanting to move "beyond primary production to building resilient value chains" where farmers reach markets, value is added locally and post-harvest losses are minimised. Ekoue added that the programme integrates climate-smart agriculture, gender inclusion, youth entrepreneurship and digital innovation, stressing that delivery would depend on coordination from input supply through to market access.
Why the North Matters to Lagos Plates
The nine target states sit at the heart of Nigeria's grain, rice and cowpea supply, the produce that travels south to feed Lagos markets. Post-harvest losses and weak rural logistics in those states are part of why prices in southern cities run high, so an intervention aimed at value chains rather than raw output addresses a structural driver of cost. The scale of need is large. Vanguard reported that IFAD has invested roughly $1.8 billion in Nigeria over time, supporting more than four million households, while the United Nations Food and Agriculture Organisation has projected that the number of Nigerians facing hunger could reach 35.7 million by August 2026.
