Lagos Targets 40% Food Self-Sufficiency

Lagos State aims to raise the share of its food demand met from within the state from about 20% to 40%, Governor Babajide Sanwo-Olu said on Friday, October 16, 2026, Vanguard reported. Deputy Governor Obafemi Hamzat delivered the address on his behalf at the grand finale of the state's World Food Day celebration at the Nigeria Police College, Ikeja.

The target sits within the state's Five-Year Agricultural and Food Systems Roadmap. Lagos is Nigeria's smallest state by landmass and has more than 22 million people.

Five Priorities

The governor set out five priorities: accelerating innovation, deepening partnerships with food-producing states, investing in people, reducing post-harvest losses and pursuing affordability, nutrition and sustainability together. "We cannot achieve food security by expanding farmland," the address said, according to ThisDay, which reported that the state is relying on "intensity and efficiency rather than land expansion."

Hubs, Mill and Feedlot

The plan rests on a three-tier distribution system: a central food logistics hub, mid-level agro-produce hubs and last-mile networks, Vanguard reported. Phase one of the Lagos Central Food Security Systems and Logistics Hub at Ketu-Ereyun, Epe, is at an advanced stage. Mid-level hubs have been commissioned at Abijo in Ibeju-Lekki and Dairy Farm in Agege, with construction under way at Opebi in Ikeja and Bombata on Lagos Island.

The Lagos Rice Mill at Imota has capacity of about 2.5 million 50kg bags a year. A 750-hectare cattle feedlot at Igbodu, Epe, is expected to fatten more than 100,000 cattle a year, and the Lagos Aquaculture Centre of Excellence at Igbonla, Epe, projects 2,000 tonnes of fish a year.

Offtake Fund and Subsidies

Under the Produce for Lagos Programme, which offers structured offtake arrangements, farmer registration is ongoing in Lagos and partner states following the launch of a â‚¦500 billion Guarantee Offtake Fund. The Eko Agro Mechanisation Programme has cultivated more than 3,000 hectares for 6,000 farmers, and 5,000 farmers received a 25% subsidy under the Ounje Eko Farmers Subsidy Programme, Vanguard reported.

Commissioner for Agriculture and Food Systems Abisola Olusanya said the ministry has been renamed the Ministry of Agriculture and Food Systems, with new departments for livestock, produce safety and mechanisation, ThisDay reported. She also cited the Ounje Eko food discount markets.

The push matters for household budgets. Lagos recorded the highest year-on-year food inflation of any state in September 2026, at 34.40%, Vanguard reported from National Bureau of Statistics data.

FoodPrices Nigeria tracks staple prices across 16 Lagos markets. Its captures will show whether new hubs and offtake schemes narrow the price gaps between markets.
