Imported Rice (Short Grain) Climbs 2.2% to ₦4,839 a Paint as Agbalata Holds the Cheapest Quote

Short grain rice ticked up in Lagos this week without disturbing its longer decline. The Ministry of Agriculture and Food Systems market survey for the week of 17 July 2026 puts Imported Rice (Short Grain) at a Lagos average of ₦4,839 per paint across nine reporting markets, up 2.2% from ₦4,733 in the prior survey and 1.5% above the level of four weeks ago. Measured from 9 January, when the average stood at ₦5,250, the price is 7.8% lower.

Agbalata at ₦4,350 Against Oyingbo at ₦5,300

Agbalata Market holds the cheapest quote at ₦4,350, which is 10.1% below the Lagos average. Mile 12 Market and Agege Market both quote ₦4,500, Epe Main Market ₦4,700 and Ile-Epo Market ₦4,800. Ajah Market sits at ₦5,000, Sabo Market Yaba and Mushin Market at ₦5,200 each, and Oyingbo Market tops the table at ₦5,300, which is 9.5% above the citywide average. The ₦950 spread makes the dearest quote 22% higher than the cheapest.

The Weekly Rise Cuts Against the National Trend

Rice has been getting cheaper in Nigeria through 2026, which makes this week's 2.2% uptick a short term move against a longer current. Legit.ng reported in April that dealers had cut the price of a 50kg bag to ₦56,000 from ₦61,000 around Easter, with traders attributing the fall to the federal tariff reduction and to a heavy inflow of imported grain. P.M. News reported a market survey in two Ibadan markets in late June that found rice down 20% from ₦75,000 to ₦60,000 per 50kg bag between the last quarter of 2025 and June 2026. Both point the same way as the Lagos figure of 7.8% since January. The direction disagrees on the seven day view, where the survey shows a rise while national reporting has emphasised decline, which is the sort of divergence a weekly retail measure tends to produce.

Policy and Currency Sit Behind the Annual Fall

The duty regime changed this year. ThisDay reported rice in bulk or 5kg packing moving to 47.5% from 70% under the 2026 Fiscal Policy Measures, with broken rice cut to 30%, and Punch reported the Nigeria Customs Service rolling the amended schedules out to importers and agents. The currency has also held steady. Vanguard reported the official window around ₦1,380 per dollar during the survey week, with the Central Bank fixing published at ₦1,382.18 for 15 July.

Short Grain Remains the Value Option

Within the category, short grain is the cheapest paint on the shelf. Nigerian Manufactured Rice averaged ₦4,971 per paint in the same survey and Imported Rice (Long Grain) ₦5,294, which places short grain 2.7% below the local product and 8.6% below imported long grain for the same measure. At derica level, Nigerian Manufactured Rice averaged ₦964 and long grain ₦1,075.

Island Premium and Household Cost

Ajah Market, at ₦5,000, is the only market on the Ajah and Lekki axis that reported a price for this grade this week. Against a mainland average of ₦4,819 that is a 4% premium, one of the narrowest in the survey. Nigeria's minimum wage is ₦70,000 a month, so buying at Agbalata Market rather than Oyingbo Market saves ₦950 per paint, or 1.4% of that wage. A household buying weekly keeps ₦3,800 across a month, which is 5.4% of the minimum wage.

What the Data Signals for Buyers

The two numbers in this week's short grain data pull against each other, and the larger one is the more useful. A 2.2% weekly rise costs a household about ₦106 on a paint. The 22% distance between Agbalata and Oyingbo costs ₦950 on the same purchase, nearly nine times as much. Weekly movement is worth watching for the trend it signals, but market choice is what actually decides the bill. Buyers weighing grades should also note that short grain now undercuts the locally milled product by 2.7% at paint level, a narrow enough margin that preference rather than price should settle the question.
